The name does not mention New York City, nor is the park based on Central Park. If you know my 2017 Architecture City series, I made a few modular designs of city districts each with their own name. The LEGO City Central Park District MOC is one of these districts and features a green park with a few trees and a pond, a few buildings with interesting techniques for balconies and a few office generic office building around the corners.
