This is a set of two 16x32 MILS bases for the Modular Holiday Main Street, by Brick Artisan, which is itself a modification of Lego set 10308, Holiday Main Street. Each house is on a separate 16x32 base, so they can be placed side by side (with either one on the right or left side) or else put in separate locations as half-width MILS units.
In addition to the standard Technic pins to lock the MILS modules together, there are also axle holes; in my experience it is often easier to slide modules together with 4L axles rather than snap them together with 2L pins, but you may use either style.
The ice skating rink / fish pond is inspired by set 80109, the Lunar New Year Ice Festival, and you can see not only fish through the ice but also the roots of the old stump growing next to the pond.
This MILS MOC has an 8 plate sidewalk height. It is compatible with my other MILS MOCs, for example the MILS Road and Tram Track, which contains a longer description of the MILS sidewalk height standard.
Lime, Orange, and Purple bricks in the instructions can be any color.
